The 2025 Building Decarbonization Enterprise Fee Payment Portal is now Open

Starting October 2025, building owners are required to pay a new annual Building Decarbonization Enterprise (BDE) fee. The BDE fee is currently set at $400. The BDE was created to provide support, resources, and opportunities solely for covered building owners who pay into the Enterprise. The deadline for submitting the first BDE payment is 12 AM November 1, 2025. All future payments for both fees can be submitted during the July 1 – November 1 reporting period.

Please see this page for instructions on how to pay your annual fees.

Please note that payments for the Building Performance Colorado Program can only be made through this portal; payments will NOT be accepted in person or via check. Please keep all receipts associated with your payments.
